Abu Dhabi sets Dh1m fines for missing occupancy certificates

Abu Dhabi extended the occupancy-certificate deadline to 30 November, with fines of up to Dh1m for non-compliance. Buildings without a valid certificate cannot register new Tawtheeq leases.
